Due to low attention of planning methodology, the project management in our country trails the foreign counterpart by a great step. Therefore, we are urgent to introduce the advanced methodologies to promote our management ability, and ZOPP (Objectives-oriented Project Planning) is one of them. The project management developed decades then was known by the society overseas. In China, the project management needs to learn from the experiences and lessons of our counterpart, therefore walk in the road of "introduction-innovation-promotion". The purpose is to learn the ideas as well as the practice.ZOPP was born in 1980's and mature in 1990's. Now it is used all over the world, popularized by its former of GTZ (Deutsche Gesellschaft fur Technische Zusammenarbeit), in many super and small projects. This paper introduces the content, history and theory of ZOPP, as well as contrasts with the other two methodologies of PCM and LFA. Combined with the application in the case of Integrated Food Security Program (abbr. IFSP), the author analyses its advantages, such as agility and flexibility, and deficiencies, such as rigidity and over intervention, along with culture-confliction. Therefore the author proposes some suggests on the application of ZOPP in China.
