Deng Xiaoping's Administration Thought

During his long course of executive administration, especially after 1978,the year when the open-door policy was implemented, Deng Xiaoping made a detailed study of the theory and practice of Chinese administrative management and formed the thought of administrative management. Deng Xiaoping's thought of administrative management is an important part of his theory. Deng Xiaoping's administrative management thought is the guiding ideology which reforms and improves our country's administrative system and raises administrative level. To make a study of Deng Xiaoping's administrative thought, not only is very necessary to grasp Deng Xiaoping's whole theory, but also is very important to guide our country's administrative system reform and form our Chinese-own administrative theory. Deng Xiaoping's thought of administrative management has two characteristics: deep affinity to the people and distinct trend of the times. The main contents are the followings: to separate the party and government and establish powerful work system; to simplify administrative structure and reform administrative management structure; to develop economy and make clear the administration's central function; to transfer power to a lower level and dispose the structure of power rationally ;to respect talented person and set up scientific personal administrative system; to rigorously enforce duties and found effective administrative system of job responsibility; to exercise power according to the law and strengthen the legal system ;to tighten supervision and advance .The third leading group centered by Jiang Zemin develops and innovate Deng Xiaoping's thought of administrative management in the following aspects: the idea of administrative management, the system of administrative management and the method of administrative management.
