Study On The Administrative Decision-making Thought Between Mao Zedong And Deng Xiaoping

The administrative decision-making ideas of both Mao Zedong and Deng Xiaoping (hence Mao and Deng) are the brilliant crystallization of our party and government in the establishment of the socialist state. It is at the same time the important theoretical basis in the supervising and constructing a harmonious society, the fundamental value orientation we follow in the building of a harmonious society under the idea of scientific concept of development. In the present research, starting from Mao and Deng 's thinking of the formation of executive decision-making background and analyzing the historical status,we investigate the perspectives of process, main body and method of both Mao and Deng's theories of the administrative decision-making,dig out the common senses and differences in the area, and figure out the relationship between the two. The final purpose is to enrich the theoretical system of administrative decision-making so as to establish a harmonious society.The administrative decision-making theories of Mao is the product of Chinese politics, economy, culture and social development in the 20th century and the important guarantee of pushing forward the Chinese revolution and establishment. In accordance with the development of the society, Deng, after the long period of practice, has established the Deng's executive theories in the combination of the experience from Chinese socialistic revolution and establishment with the basic ideas of Carl Marx. Deng's executive decision-making ideas are the important guiding theory of the second generation of Communist Party, who is the collective leadership of Chinese socialist construction in the process of the establishment of the Chinese socialism and Chinese government in the new period.Making use of the analysis paradigm of system-processes-method, we systematically illustrate the system of Mao and Deng's ideas on the construction of the administrative decision-making systems. Through the systematic investigation of Mao and Deng's ideas of administrative decision-making system,people as the main body in the main decision-making,decision-making process,decision-making methods,such as the systematic research , and scientific excavation of Mao and Deng's thoughts on administrative decision-making, we point out that Mao and Deng do not dwell directly on the decision-making,but carry them out in China's revolution and construction of the entire course. In the present thesis, we has dug out and refined both Mao and Deng's executive administrative-decision.Based ourselves on the dimensions of synchronic and historical comparison,we focus on the maintenance and development of Man and Deng's ideas. We have found that Mao and Deng share the common goal of the decision-making orientation, which mainly show in the sense of serving for people, developing ideas of alternating rights, strengthening the establishment of administrative team etc.. Examining from the pattern of system - process and the method of logical thinking of both Mao and Deng we have found that the development of both Mao and Deng's administrative ideas mainly show in aspects of the implementation of the decision-making, mobilization of the masses in monitoring methods and decision-making level,such as evaluation of the value of the relative differences. Deng's development of Mao's ideas mainly lies in the reformation of the administrative system, the principle under which policies are made, the method of making use of the power of mass, supervision and assessment of the value of the decision-making.From the perspective of the inheritance and development of the strategic vision, we explore the major guiding significance for inspiration of Mao and Deng's administrative decision-making for building a socialist harmonious society. Theoretically and practically, we investigate the decision-making of Mao and Deng's thoughts of China's administrative decision-making and implementation of the importance of building a harmonious society and Enlightenment value. At last, it is proposed that it is better to follow the guidance of Mao and Deng's thinking of the administrative decision-making in the establishing a harmonious Chinese administrative decision-making ideology together with the upholding of the scientific concept of development,building of a harmonious type of administrative decision-making system,adhering to the decision-making innovation and strengthening the rule of law and decision-making.
