Along with the arrival of the economic globalization and the market integration, along with each kind of challenge after our country joined WTO, along with the urgent need for the state-owned enterprise to establish the modern enterprise system, along with the intense enterprise competition for talent, the human resources has become the strong power for sustainable enterprise growth. As an important way to foster talent in human resources development, the enterprise training has a vital role to improve the employee quality, speed up the accumulation of knowledge and technology, mold the enterprise culture and strengthen the enterprise cohesive force. However, many current state-owned enterprises have not established the training system that suits enterprise own characteristic and adapts modern enterprise systems. What is the problem? They have not yet understood or just understood the significance of training. In order to help the employees realize the importance of training, in order to form the positive cycle: participating in training -improving the quality - enterprise growth - personal benefits - participating in training actively, the enterprise must pay great attention to the training and establish a set of effective management systems and the operation mechanism.Tianyuan Construction and Installation Engineering Company is a state-owned Construction and Installation Engineering enterprise. Human resource management in the company has initially realized the transformation from the traditional personnel management to the modern human resource management. The human resource management has been improved greatly. But there is no standard on employee training development yet. There are many problems in it. Through investigating and analyzing the present employee training situation in the company, the article author discovers the existent problems in the current training system. Based on the human resources management relevant theory, the article author designed an employee training system for the company to improve the employee quality and win in the intense construction market competition. It also provides a limited exploration on how the state-owned construction enterprises establish an employee training system that suits enterprise own characteristic.This article emphasizes the chapter 2 and the chapter3. Here is the summary:1. Through researching and analyzing the company background, the current situation on the market, company's developmental strategy and the employee training situation, the article author points out some existent problems in the current training system as follows: All employees in the company have not recognized the significance of training; The company lacks the standard training system; The training contents are not aimed at a particular area and cannot meet the actual needs; The training process has not been supervised strongly; The training format lacks flexible; The training quality is bad; There is no training inspection and examination; The employee training system is imperfect and cannot adapt the request of the company organizational and strategic target and so on.2. After analyzing present situation and raising questions, based to the human resources management relevant theory, the author designed an employee training scheme and developed an employee training system which focuses on training contents, takes training organization and training system as the foundation and takes the training format and the training flow as the method. Additionally, the author established company's a series of training system, which include the employee training service system, the employee training management method, the new employee training management method, the position skill training management method, the employee external assignment training management method, the employee training attendance management stipulation, the employee training information system supervisory standard, the employee examination and appraisal system, the employee training reward and punishment system and so on...
