| We have gone short on the research of the theory of network operation & management and strategy for a long time, and with no medium and long-term objective & plan for the network operation & management of the whole province. Therefore, this document emphasizes the related theory of network operation and maintenance of the telecommunication operator and explores how to build the development strategy of the network operation & management of Henan Communication Corporation. This document consists of three parts.The first part finds out the three basic production activities including the capability construction, network operation and marketing in the operation value chain of the telecommunication corporation through the analysis of operation value chain, clarify that network operation plays an important role to achieve the "Value-added of Value" for the enterprise by the management and operation of equipment maintenance, resource management and network operation to implement the value-added of value on network resourcesUsing SWOT method the interior and exterior environment of the enterprise is analyzed to find out the opportunity and threaten brought by the exterior environment and the interior strength and weakness of the enterprise, and to define the strategy position of operation development for enterprise by the integration and exertion of the opportunity and strength, and refraining from and transforming the threaten and weakness. That is to start the transformation from a "Task-type" enterprise to a "Service-type", ie. Enterprise is transformed to a market-guide, customer-orientation, target on profit, and having an intensive operation model by the combination of interior extend and exterior expansion from a planning-guide, network-orientation, target on revenue and having an extensive operation model without cost and profit consideration by exterior expansion promoted by enterprise.The analysis of value chain and SWOT indicates that the network operation &management is the major link for enterprise operation. There is a MUST to change the idea and job priority under the new situation. That means the maintenance work must be transformed to network-oriented from NE-oriented, to sales-oriented, market-oriented and external & internal customer-oriented from equipment-oriented, and the maintenance mode must be open-type instead of closed, market-type instead of workshop, service type instead of production type. Network operation & management is not only the instrument to help the enterprise compete, but also the approach to help the enterprise accrual, therefore, the uniform, coordination and balance among the service, quality and profit should be implemented as soon as possible instead of just for quality assurance.The second part introduces TMF's eTOM model. eTOM is the systemic and omni-directional description of the interior holistic activity of the telecommunication operator in the e-business era. From the point of view of business driven, market direction, congregate client, process innovation and structure reorganization, eTOM defines and sketches roundly and intuitively all the interior activity and business process of the enterprise and has been admitted and accepted widely by the industry sectors. eTOM's business process frame can help us comprehend and hold the process and essence of the telecommunication operation. It also can direct our network operation & management strategy plan.Based on eTOM's principle the third part analyzes the existent problem of the enterprise, proposes the solution and plans the near future development tactics of network operation & management for Henan Communication Corporation. That is to enhance the quality and efficiency of the whole network as a base to build a new model of network operation & management as the direction to grab on the centralized network maintenance and management as the key task.
