With the further deepening of our country's economic system reform, more and more SOEs (state- owned enterprises) implemented the reform on share holding system. Nevertheless, most restructured SOEs appear united outwardly but divided at heart, especially the enterprise management still follows the traditional management mode of SOE. China has already entered WTO, and SOE shall encounter greater challenge than ever, especially in the obvious lag in manpower resources caused by insufficient management, facing the impact of the integration of global economy.Zhengzhou Luyuan Gas Share Holding Co., Ltd was a joint-share enterprise set up jointly by Zhengzhou Luyuan Gas Group and legal persons from other 4 enterprises. The company was set up on Oct. 18, 2001, which is a multiple investment urban gas enterprise reformed from state-owned gas enterprise via share holding system. Though the company has been restructured as limited company in liabilities, the management mode is still adopted the mode of SOE's in heart, due to its initial period of restructure, whose labor personnel management is still traditional one, and the Labor Personnel Department still exercises the current administrative authorities with whose main work function being the management of personnel files, the approval of professional titles and the transferring-in and transferring-out of personnel, etc., ensuring the .personnel work of the enterprise systematically.The company is the initial period of the restructure, and the organizational structure has been changed with great snafu, which brings out hard-won chances for doing the work analysis, forming a new work scheme is the general trend of development.The analysis designing mentality of the article focuses on the second chapter and the third chapter, which is revealed in the following aspects:1. The author points out the existing problems in such aspects as manpower development, personnel assessment, personnel choosing and welfare distribution of the company and concretely analyses the influences thereout based upon the author's through and meticulous understanding in the manpower resource management of the company. In order to solve the above-mentioned problems, It introduces the managementmeans of manpower resource by taking the result of work analysis-----work scheme as the core, ensuring thesmooth implementation of other items in manpower resource management in the article.2. It works out the work analysis plan in allusion to the concrete complexion of the company which includes: the guidance thought of work analysis, project of work analysis, procedure of work analysis, method of work analysis and the compiling of work analysis scheme, etc.
