IN the strategic requirement in high-tech development of our country, this paper builds on the basis of clear definition of talents, high-tech talent resources and their characteristics, sets the background in Entering to WTO and high-tech talents as object. This paper gives an overall analysis on the status quo and problems in high-tech talent resources and sums up the advantage and disadvantage facts in development and management of high-tech talent resources through detailed investigation and statistics. And the author puts forwards the countermeasure to development and management of it too.Due to this paper, high-tech talents are the central issues of international competition, the core of GDP competition and the key to the success of development by leaps and bounds. We have many advantages in the management of high-tech talent resources. The total resources of it proceed in the front of the world, the social foundation of the talent development and management is good and many of them are of top notch in the world. Generally, China is of a manpower resource country instead of a talent resources country, furthermore China is not a talent abundant country in high-tech. This paper indicates that the current situation of our high-tech talent resources allows no optimism and warns that the urgency and criticality of it. And also this paper calls on the necessity and urgency of creativity in the development and management of our high-tech talents on the basis of modern talent theory and investigation.In order to cope with the global situation of high-tech talents' competition, this paper gives such orientation and measures of the management of high-tech talent resources innovation as follow:The conceptual innovation required by economic globalization;The policy-mechanism innovation needed after Entering to WTO;The value innovation applying with the theoretical requirement of talent-capital;The motivation innovation meeting the demand of sustainable development;The culture innovation of promoting the competitive power of enterprises. This paper takes a foreseeing probe into China's high-tech development in adhering to valuing talents as the foundation, strengthening the investment of talent capital and taking the way of talents' globalization.The countermeasures of talent resources management innovation, shown in the paper, are significant in both theory and practice.
