The relationship between the central and the local authorities plays a decisive role in a nation's political system. It is of vital importance to the nation's political unification, economic development and social stabilization. Political theory researchers and practitioners pay close attention to the study on it. With regard to the economic setbacks suffered in the past and success achieved nowadays, China has experiences and lessons from the conduction of the relationship between the central and the local authorities. Therefore, research of the relationship is of great theoretical and practical significance.This paper will discuss the relationship in three categories:Firstly, the crux of the relationship will be discussed from the analysis of interests, which are the motive power of principal act. The discussion will be helpful to the analysis of the causes of the problem and the way to deal with the situation. After that, the development of the relationship between the central and the local authorities will be reviewed.In the second part, existing problems and causes of the relationship between the central and the local authorities will be analyzed. This paper suggests that the main problem of the relationship is the weakness of the central authorities, non-standardization of the local authorities and the tax system. The causes of the situation will be discussed.Lastly, standardized restraint imposed on the relationship between the central and the local authorities will be analyzed from the points of system design and innovation in the mode of transformation in China. Key links in the selective mode of system design, and design principles will be forwarded.
