Institution is a kind of organization being marked obvious Chinese character. With vast spread in different areas and fields, condensed talents and intellectuals, institutions play a significant role in advanced culture build as well as make a great contribution to the development of economy and society. The Sixth conference of CMCC pointed out that institutional management system would be reformed according to the policy of separateness of government and institution. However, the fact that china's institutions are facing with various difficulties such as theories dropping behind practice, outdated regulation build, impracticability of concrete measures, has been affecting the development of china's economy and society reform, which attracts public concern. Therefore, for more healthful and rapider development, it is urgent to further discuss the key points about institution reform.Currently, it must be admitted that the research on china's institution reform is insufficient. On one hand, institution rarely is treated to an individual research project, instead, as a part of administrations since they used to be managed in the same way to manage administration and had no definitive position. On the other hand, most of the research focused on separate fields, such as education, medical treatment rather than on institution as a whole. Consequently, theory research can't catch up with the ever-developing reform practice. And it can be noticed that in practice, too much attention are used to be paid to constituting the policies, while too less to the foundational theory research, which might be more important to long term development.This essay tries to make a clear definition to china's institution reform and enrich china's institution reform theories through discussing institution reform system and modern institution's character, taking use of overseas public institution reform experiences. The main clue of this essay is that: first of all, define the basic concept of institution and meaning of institution reform; explain the importance and urgency of institution reform. Secondly, review the history and experiences of china's institution reform, analyze the main achievements and problems in the progressing of the reform and find out the direction of the reform. Finally, build a framework of china's institution reform, seek its regularity, and define a clear position to china's institution reform.This essay consists of three sections. The first section defines the concept of institution and the implication of institution reform, introduces the significance of the research. The second section reviews the history of institution reform and analyses the main achievement if institution reform, researches and the main problems of institution reform. The third section is the heart of the research, which sets up the institution system, seeks the movement law of institution reform, establishes modem institution regime and draws inspirations and lessons from public institution reform of developed countries and locations.
