.21 Century Poverty In Rural Sichuan Province

Poverty has been a serious problem of the world, to which international society and governments of different countries have been widely paying attention. In the past twenty years, along with the implementation of the opening policy in China, great efforts on poverty-alleviation have been taken. However, thorough elimination of poverty in rural area has not been achieved. Therefore, how to reduce poverty population of rural area is not only the main issue of anti-poverty project to the current government, but also the requirement to building well-off society.This paper focuses poverty problem in new century in Sichuan -one of provinces in western China. Applied with theories of economics, sociology, principles of poverty leading factors and anti-poverty, based on the classification of poverty conception, criterion and scope of Sichuan rural poverty, this paper has analyzed the development course of anti-poverty in Sichuan rural area and the main problems it is facing. The paper points out main factors hindering poverty-alleviation, which include natural condition, history and nationality, population, capital and institution. At last, the author puts forward a general suggestion and countermeasure to Sichuan rural anti-poverty project when it faces with new challenge. The choice for Sichuan rural anti-poverty project should be sustainable development. That means realizing "seven transitions" of ideas, adopting new measures to innovate suitable idea, institution, industry and to shape up suitable environment.
