With deep economic reform,Chinese government faces more important governmental reform and larger pressure coming from it.The reform of governmental efficacy objectively needs to build a group of capable ,efficient,honest civil servants.How to build a mechanism which can promote the civil servants to work for the public actively and efficiently,will directly influence the government's efficacy and operation.The starting-point and aim of human resource managent is to promote civil servants' enthusiasm and creativity.Without promotion,they will not have any impetus and will not improveTheir work continuously.The developmental elements of civil servants come from themselves.Besides,the more important ones are the realization of each civil servant's hope and requirement from different levels.The public government should build a good and sequent competation enviroment so as to promote and encourage them to show their initiative,creativity and ability.Meanwhile, the government should restrict their behavior in order to realize the common plan against corruption.The promotion and restriction mechanism is an important support for the realization of pubic administrative aims and prevention of corruption.The thesis points out the major problems exsiting in Chinese promotion and restriction of civil servants.They are including unilateral emphasis on spiritual promotion,the lack of competation promotion,more intention of being the leader and the lack of restriction and control mechanism.One reason of these problems is weak in human resource management.The other is a proper and complete culture which hasn't made in China.The thesis also analyses the Chinese current humanity characteristics from the perspectives of principles and modals which should be applied in the building of promoting civil servant mechanism.It insists on the humanitarianism of Maxism,begins with China's special economic,politic and cultural background, and provides the scientific humanity evidence for building civil servant promoting mechanism of the socialism market economy. Finally the thesis states the specific measures of reforming the promption and restriction mechamism of Chinese civil servants in order to reform it,promote civil servants' activity and improve the adiministractive efficacy.
