Study On The Incentive Mechanism To The Chinese Civil Servent System

Different administrative regulations of civil servant, which are a key to secure public interests and stabilize public orders, would result in different performance. The civil servant regulation was explicitly brought forward in "Shi San Da" and was well established nationwide by 2000. However, the concepts of contemporary civil servant in China have not yet incorporated into our social ecosystem. It exists some phenomenon of system dissociation to some extent specifically in the presence of two deviations as follows, the deviation between the design & value concept of the system and intrinsic spirits within it, the deviation between the process of system institution & implementation and subsequent results. Hence, the civil servant system in China is confronting with harsh challenges of modernization and post-modernization. We should reflect the implementation situations of our recent civil servant system and work out the best way of further localizing it in China, realizing the most important thing is to instigate the enthusiasm and creativity of Chinese civil servant.Due to the facts mentioned above, this paper first discusses the quotation and augmentation of the excitation mechanism of civil servant system, separately illustrating the significance of excitation mechanism and the interaction between this mechanism and Neo-system Economics, humanity viewpoint as well as system viewpoint. Furthermore, this paper will deeply analyze the implementation of excitation mechanism from the angle of humanity viewpoint such as individual demands, humanity presumption and the like, demonstrating the most significant role that implementation mechanism plays in exerting the excitation function of the system and the necessity of designing and harmonizing the excitation system as an organic one in general. This paper then lists the connotation, elements and the interaction between elements within the excitation mechanism of civil servant system, as well as the equilibrium between the system and its environment.
