Abstract: The modernization of the Chinese country is the key link of China walking onto the flourishing road. There are various reasons that the Chinese country fall behind. As the extension of national power in country, whether the establishments and functions in grassroots political power in country are scientific and perfect are related directly to whether the whole businesses in country go on successfully. After the establishment of new China, during various historical periods, grassroots political power in country changes continuously because of the transformation of policy of ruling Communist Party of China. This text, from the historical version and connecting with the different backgrounds which include economy, politics and society during various historical periods, investigates the establishments, functions and historical evolvement in grassroots political power in country of new China, analyses the main character of operating national power in country. We can see that the transformations of grassroots political power in country are related closely to the special conditions in China and guideline of the Communist Party of China. It is very important to the setting-up of grassroots political power in country that we launch the land reformation movement, the agriculture cooperation movement and people commune movement after establishing new China. After reform and open, the establishment of political power in country and political institution in village normalizes the national power in country grassroots, farmers are entitled to democratic rights in politics and economy. But how to limit abuse of national power and guarantee the basic rights of farmers is the problem that we have to be faced with in constructing grassroots political power in country.
