How to manage and qualify the performance of stuffs is the emphasis and difficulty in the enterprise human recourses management jobs. The performance qualification of middle-level managers is making great effect on the running business of enterprise. We've worked on the performance qualification of middle-level managers, and studied the practices of the performance qualification and management of state-owned enterprises stuffs. South mining district of SPA is a typical large state-owned enterprise, and it had a glorious history in the petrol-gas mining industry. CNPC (china national petroleum company), the largest oil company in China, has reformed in the past several years. Being a brand of CNPC, South mining district of SPA had to face the overwhelming change of business environment; the stronger rivals and must struggle for survival. The authorities of South mining district of SPA tried to make new principles on the human recourses management. They introduced modern theories into human recourses management job, focused on the performance qualification, break through the old beneficial distribution method, hooked up the personal reward with performance qualification. There were many deficiencies in the old method, such as the fuzzy ambiguous qualification standards, the rough qualification process, the anamorphic qualification result; and the bad interaction on qualification. Under the guiding of strategic human recourses management theories, the new method included all the factors: strategic target, personal characters, and environment restricts. The authorities used the new method, emphasized on the interactions at the before, on and after of qualification of middle-level managers. After 3 years running of the new performance qualification method, South mining district of SPA survived, and became better than before. South mining district of SPA has gotten quite good beneficial level. The new performance qualification method did a good job in the practice.
