The 9.11 terrorism event which happened in America has caused the increase of terrorists's activities, and people in the world have seen both the terrorist's cruelty and the threat to the state security, These have been paid great attention by the international organizations and the government in every country. This essay, from the point of the terrorist's threat to the state security, analyzes the formation, developing and changes as well as the terrorist's main characters and harm at present time. It also makes comparisons and analysis to the traditional concept and modern concept of China's security. In the analysis, it concludes that terrorism is threatening state security on the relationship between the terrorist's actions and contents of state security. Facing such a situation, the international society must beat the terrorists for the sake of state security. So it has been a problem of being cared about to beat terrorists and stick up for the state security. Although there are some differences to the problems of terrorism in the international society, people must unite as one to beat terrorists to guarantee the security of world peace and state security for seeking common ground while reserving differences. It proves that setting up new sense of security, keeping correct position of counterterrorism, strengthen the cooperation between nations, opposing double standards, keeping treating a disease by looking into both its root cause and symptoms are the necessary counter-measures and upholding state security. China takes a firm stand on opposing terrorism, and cooperates well with the international organization and every country of counterterrorism. China's also being threatened by terrorism, we must pay great attention to it and take preventive measures. We should take a firmstand of counter--terrorism, strengthen the cooperation with the international society, take strong measures against terrorism, protect the state security and make contributions to the security of international society.
