China is a large agricultural country, with a large scale of rural areas and a large population of peasants. The basic conditions of our country are that more tan two thirds of the total population lives in the countryside and the people per capital income are less than 300 dollars. Among the 800 million peasants, 30million of them are not warmly dressed and fed, and such problem has not been steadily solved for another 60 million; the added number of which accounts for more than 7% of the total population. The report of the sixteenth congress of our Party stresses: the well-off state we have attained is low-leveled, incomprehensive and unbalanced, which, in fact, indicates nowadays rural condition, especially that of the western area. Hence, it's peasants who are far away from being well off, only in terms of economy, culture and education. From this perspective, whether China will accomplish the task of constructing the moderately well off society in all aspects, which will benefits more than 1 billion people, lies crucially in countryside and peasants. Therefore, to advance rural economy and increase peasants' income becomes an important and imperative strategic task, which is concerned with the failure of success of the magnificent aim that the sixteenth congress of our Party has proposed. It is only when peasants' pockets are full and rural economy develops that the rural society will peaceful and stabilized eventually.However, in recent years, our peasants' per capital income just keeps circuitously increased. Data shows that during the year of peasants' capital income are 4.6%, 3.8%, and 2% respectively. The situation of the right passed 2002-year did not have obvious change. The ration is just a bit higher than 4%.The riches are leading a luxury life while the poor ones have to struggle for living. The phenomenon of unfair nation income is becoming greater and greater. On one hand, most of the civil industries are flourishing and the gaining of citizens grow up in a steady-going way; on the other hand, the agriculture stays in a misery situation and peasants keeps living in a poor life. Consequently, it' hard for peasants to increase their gaining and the income gap between the rural and urban is getting larger and larger, and this is considered to be the two major problems that china is facing in the new era.Work Relief is a form of relief and support in poverty-stricken areas, with the country providing the fund and farmers exerting their efforts. It is an important method of rural poverty alleviation development in the present stage even for a longer period in the future. It is expounded in this essay that, through the construction of county rural roads, farmland and water conservancy, hydro melioration and safe water supply, the prevention against severe Water Loss & Soil Erosion, the Comprehensive Development of regions and helping the poor moving from different areas.Work Relief will,to a great extent, improve the infrastructure in poverty-stricken areas, lay thefoundation of economic development, and, at the same time, make full use of the surplus labor force in poverty-stricken areas and effectively increase peasants' income.
