Study On Government Behavior Of Increasing Farmers’ Income In Longquan

The 19 th National Congress of the Communist Party of China put forward the Rural The 19 th National Congress of the Communist Party of China put forward the Rural Revitalization Strategy,and the Central Committee issued the opinions on supporting the high-quality development and construction of a demonstration area of common prosperity in Zhejiang,calling for strengthening the work of agriculture,the countryside and farmers,promoting farmers’ income and promoting common prosperity.This paper mainly studies the role of government behavior in promoting farmers’ income under the background of Rural Revitalization Strategy.The role of government behavior in promoting farmers’ income has both positive and negative effects.By discussing the positive and negative effects,find out the key factors,and then put forward measures to optimize the government behavior of promoting farmers’ income.During the 13 th Five Year Plan period,Longquan municipal government jointly promoted the work of increasing farmers’ income by formulating industrial policies,implementing administrative examination and approval reform,carrying out employment planning,giving full play to intermediary organizations and other economic functions,implementing medical and social security,carrying out low-income assistance,developing rural collective economy and other social functions,and achieved certain results.However,from the perspective of government functions,public decision-making,public services and other aspects,Longquan municipal government also faces some challenges,such as some policy orientations are not in line with local reality,the accuracy of local policy implementation is not enough,policy conflicts involving multiple sectors of government,lagging support policy supply,and lack of scientificity in performance evaluation.The main causes are the vague and one-sided concept of political performance,distorted policy implementation,solidification of inertial thinking mode weak administrative ability,complex and difficult policy evaluation,etc.Based on the analysis of the positive and negative influencing factors of Longquan municipal government behavior,this paper puts forward measures from the aspects of decision-making,organization,coordination,control and supervision.It is necessary to innovate the mode of thinking to optimize decision-making,organize administrative reform to create an entrepreneurial environment,coordinate the joint efforts of all parties,establish an organizational responsibility control system,carry out performance appraisal to improve work efficiency,optimize Longquan municipal government behavior,and then improve the work of promoting farmers’ income.
