The identification and management of training elements based on competency has become an important way to enhance the human capital of enterprises.Management training based on competency has become an important task for many enterprises and institutions.The theory of foreign competency has been relatively perfect,and the positive significance of the competency model in the training of managers has become increasingly prominent.Relatively speaking,domestic research pays more attention to specific national conditions and corporate conditions,and gradually improves the system of competency factors and can promote enterprises.Human resource management provides an effective reference.In this context,this study is aimed at the practical problems existing in the process of middle-level cadre training in A institutions,and the research on the improvement of the middle-level cadre training system based on the competency theory has important practical guiding value.This study fully considers the development scenarios,organizational foundation,training needs and external environmental impacts of the A-cadre training program.Based on the analysis of the training status of the units,individual experience and questionnaire survey methods,the training of the current middle-level cadre training of A institutions is analyzed.Requirements and feature identification,training effectiveness evaluation and application,training method development,training resource integration and other issues.The results of the statistical analysis of the questionnaire indicate that: First,the training of the A-level institutions for the middle-level cadres still has incomplete training system,low participation in the training process,inadequate identification of training needs,limited training forms,and training support and feedback from employers.Second,the testees generally believe that the competency model proposed in this paper is very important for the promotion of middle-level cadre training,and the testees believe that they still have a certain gap with the competency factors of these middle-level cadres.The low scorefactors and low consistency evaluation factors need to be paid attention to in the process of improving training management.Thirdly,the results of training satisfaction and competency assessment also indicate that participants have certain “tasks” in the training process.Feeling,but lacking a certain "active sense of acquisition",the ability to improve and put forward new requirements for training content and methods.Based on this,this study systematically conducts research on middle-level cadre training needs,builds a multi-level interactive training course system,builds a shared communication platform for cadre training information,optimizes the departmental coordination mechanism in the training process,and strengthens the evaluation and feedback of the training course system.In five aspects,the implementation and safeguard measures for the improvement of the training of middle-level cadres in A institutions were put forward.The above conclusions have important practical significance for effectively improving the management level of the middle-level cadres of A institutions and improving the systemic and pertinent training system of the middle-level cadres of the A-institutions.At the same time,it will also produce certain training systems for the state-owned enterprises and the middle-level cadres government.The meaning of reference.
