In the new century, with the furtherance of economic globalization, the competitions among enterprises will be severer and severer. It is because that all the things and activities in an enterprise are accomplished by all kinds and levels of talents. And now, mankind society is transiting from the age of industrial economy to the age of economy based on knowledge step by step. In the age of economy based on knowledge, talents will be the key factor and the strategic resource of existence and development for an enterprise. It is all known to us all that our state-owned enterprises are very important for national economy and talent problem is one of the key problems that constrain the reformation and development of the state-owned enterprises. Under the circumstance of both the age of economy based on knowledge and economic globalization, the research on enterprise talent competitiveness and its application in state-owned enterprises is necessary and important.The research in this paper includes two parts, that is, the theoretic research and the applied one. In the theoretic research, we point out that the talent in the paper is mainly the total including all the staff members of an enterprise. A model for personal talent competitiveness is given which consists of congenital value, used value and market value On the basis of analyzing the factors of enterprise core competitiveness, we emphasize that enterprise talent competitiveness is the core and key factor of enterprise core competitiveness and give the designing idea and introduce the factors of enterprise talent competitiveness, i.e., talent resource competitiveness, talent environment competitiveness, talent development competitiveness. In the quantitative appraisal of enterprise talent competitiveness model, we mainly use AHP (Analytic Hierarchy Process) to ascertain the weight of every factor of enterprise talent competitiveness and make a quantitative appraisal on enterprise talent competitiveness by some tools from fuzz mathematics in two aspects of both theoretic research and example research. Next we adopt qualitative and quantitative methods to make a comprehensive appraisal on the relation between enterprise talent competitiveness and enterprise managing fruits and we finally draw a conclusion that there is a remarkable plus correlativity between them.In the aspect of applied research, we analyze the present situation of talent competitiveness of our state-owned enterprises in detail and draw a conclusion that the talent competitiveness of state-owned enterprises is currently much worse than that of foreign funded enterprises, however, wholly a bit better than that of private enterprises through comprehensive comparison of enterprise talent competitiveness. At last, based on learning from the experiences of foreign funded enterprises and private enterprises, using the theory of enterprise talent competitiveness and combining with the factual conditions of state-owned enterprises, we give the whole idea and concrete measures to promote the talent competitiveness of state-owned enterprises in the aspects of managerial managing mechanism, enterprise talent concept and talent strategy, organization and leadership for talent work and innovation of talent system and so on.
