Along with the perfecting and developing of our socialistic market economy, especially the external trade continuously expands after our homeland joined the WTO; the tobacco trade has experienced its urgency transition when facing with new business rules, new market surroundings. Thus it must have a profound transform. All of these new changes such as the new environments, the extrusion of the suppliers and the customers, the construction of cigarettes distribution network, has made the tobacco trade to build a new market control mode, that is, a new market system should be set up to effectively control and possess the terminal retail market segments, which will implement the actual both-won condition either for the retailers or the wholesalers, without the methods of administration.This thesis firstly analyzes the internal and external environments of the tobacco trade. Secondly, the author demonstrates the feasibility and requirements of building and developing of the cigarettes retailing terminal of Tongling city. In terms of the transformation of this trade, finally the author stresses his research on the construction of the mode of chain stores of cigarettes, combining the facts of the development of Tongling city.
