This thesis mainly does research on the problem of how to truly carry out the villagers' self-conscious autonomy under the current concrete national conditions. The writer, who was born and brought up in the village and has been working in rural areas, analyzes, thinks about and summarizes the problems that arise in actual practice of villagers' autonomy. On the analysis of the meaning and the core contents of villagers' autonomy, and the main factors that obstruct the realization of it, the writer clarifies his own standpoints and puts forward some suggestions about how to carry out the self-conscious autonomy of the village people.The first part mainly elaborates the meaning of villagers' autonomy. It lists four kinds of different views of the villagers' autonomy which are representative. The writer makes an objective evaluation on them respectively. Based on that, the writer analyzes the conditions, the situation, the value inclination, the subject, and the relativity of villagers' autonomy, clearly pointing out the subjective and objective conditions that we have already had and should have in our country in order to carry out villagers' autonomy. To hold the meaning of the villagers' autonomy more completely, the writer further divides the villagers' autonomy into three states, namely, under the system state, dynamic state and static state of villagers' autonomy. On the value inclination of villagers' autonomy, the writer unifies the two theories of stability and democracy progress, combining objective results with subjective aspiration, and the maintenance of stability with the pursuit of democracy progress. On the definition of villagers' autonomy, the writer rejects the idea of taking the subject of villagers' autonomy as individuals or the villagers' committee and believes that the subject should be the village, including-both the village district in geographic sense and the collection of the whole population within the village district. According to the analysis, the writerthinks that the so-called villagers' autonomy refers to the organization established through democratic election by all the villagers whose registered permanent residence is in the specified district. These organizations discuss official business, make decisions, exercise supervision, call a meeting and carry out policies. They operate within the scope of the legal power according to provision, and have a system of promoting villagers' conscientious self management, self education and self service so as to maintain the stability of country society, develop the rural economy and extend democracy at bottom levels.The second part of the thesis analyzes the core contents of villagers' autonomy. The writer thinks that they include the autonomous items of the villagers' autonomy and the constitution and the operational mode of the autonomous organizations, with the former as the core. Through the analysis, the writer clarifies the items that do not belong to villagers' autonomy and lists the items of rights and duties of the villagers' autonomy.The third part of the thesis makes an analysis of the main problems and their causes existing in the process of setting up and carrying out the villagers' autonomy. The writer discusses the drawbacks of the set-up of the villagers' autonomous system in six aspects: the indefinite relationship between villagers' committee and village Party branch, township Party committee, villagers' (representatives) conference and villagers' group; the unbalance between rights and duties set for villagers' committee; the deficiency of the rewarded right for the members of villagers' committee, and so on.
