Anomie And Governance Of Villagers' Autonomy

Villagers' self-government system is a “product” which rural reform brings to us,and it is a Grassroots organization mode since the People's democratic dictatorship occur after the founding of new China.The Villagers will achieve Self management,self service and self education directly through Villagers' self-government system.But in the judicial practice,there are too many Non-standard behavior which Seriously impact on Villagers' selfgovernment system which including illegal phenomenon in exercise,the lack of the judicial relief and the Rights guarantee mechanism,and the overintevention in Villagers' autonomy.the “Wu kan ” event is the typical problem of Non-standard behavior in Villagers' self-government system in china,The villagers committee sells the land secretly,at the same time,it also shows the Villagers' interests of discontent and pressing needs for their own rights to the villagers committee.the Non-standard behavior Villagers' self-government system is basically in three parts : Non-standard behavior in Autonomy system,and the power of autonomous organizations and villagers' rights,which including :Recall election system,abuse in The villagers committee's power,illegality in Democratic rights.In this paper,I will analyze and discuss the Non-standard behavior in Villagers' selfgovernment system which occurs in the “Wu ken ” Event through the construction of Democratic consultation mechanism and the safeguard from Administrative organ and the judicial remedy by “Wu kan ” Event with Organic Law of the Villagers Committees of the People's Republic of China and Constitution law.
