Since the non-price bottom bidding system has been implemented in China, it makes an important effect in lowering the project cost, shortening the period, ensuring the quality and improving the economic development. However, some problems still exist.The paper designs an expert inquiry similar to Delphi method, and identifies and classifies the indexes in tender evaluation based on the ability of tender to control engineering risk.Evaluating index system is set up in the paper. The system includes four layers, in which the object layer consists of the only index T. The rule layer W consists of four indexes. Under the rule layer, there are two sub-rule layers.To determinate the index weight, the paper adopts AHP method and designs a questionnaire, which helps gathering the experts' opinions from correlative field.The paper studies the method of fuzzy evaluation for single index, then go along the primal fuzzy comprehensive evaluation, and then go along the farther fuzzycomprehensive evaluation. At last, the evaluation vector BT is worked out and will be calculated into an index C by fuzzy method.
