After the foundation and development of urban land market, it promotes the economic development greatly. However, because of the faultiness of the system, many bad rules appear. A lot of persons and organizations steer clear of the government to sell or expropriate land without permission, which cause state-owned assets running off, distorting signals of market price, speculating in building land, etc. So, in this case, land storage system emerged as the times require.According to the domestic and foreign practice experience, land storage system offer the country an effective mode to adjust and control land resource in macroscopic and microcosmic attitude, optimize the land management mode, and standardize the mode of the land marketing order. And then, the paper discusses the legal attribute of land storage from attitude of the economic administrative law. On the basis of it, the paper take the land storage organization as a clue, and successively discussed the choice of the land storage mode, land storage organization's characteristics, legal liability, etc. and then build up the land storage system of our country.
