Land problem is the realization of the rights of the rural economic level in our country,the key to accomplish industry transformation.Is valued by more and more problems of the rural land value such as a series of meetings since the eighteenth big content involves the rural land issues,the two sessions this year's government work report also explicitly pointed out that perfect cooperative system and new mode of operation of the support policy of family farms,but it is faced with a very awkward question namely rural major reforms and no corresponding laws to support and protection.At present our country is in 2002 on the implementation of the law of land contract management,knowledge about rural land use right and circulation also exist some legal blank area.So you need to improve the shortage of the rural land circulation,fill the blank of the rural land circulation law and the legal system of rural land circulation is more feasible.Introduction to the first chapter of this paper,through the analysis of the research literature at home and abroad and the research background,better summarize scholars views on rural land use right circulation,and provides theoretical analysis for the paper writing.The second chapter of this article from three chapters respectively expounds basic legal attribute of rural land circulation in China and the present situation of legislation,legal change.Meishan city,the third chapter of this article emphatically analyzes the patterns of rural land circulation.First analyzed the meishan concrete methods and characteristics of rural land circulation,and obtains the actual effect.And then compared the flow pattern in other areas of sichuan province and shandong ningyang county of circulation pattern,meishan circulation mode,find out the innovations and disadvantages,and from the market system,the social economy,the participation main body three aspects analyze the factors affecting rural land circulation and its experience and enlightenment.The fourth chapter of this article is based on the analysis of the previous three chapters and put forward legal Suggestions to perfect the rural land circulation.
