Ecological environment is the essential condition of survival and development for our human being, and also the basis of the development of economy and society. The west is an important ecological headstream and now has become an ecological barrier of Eastern and Central China. Its quality of ecological environment constrains the development of economy and society and even the protection of ecological environment in other areas of China. So the ecological construction in the West relates not only to the sustainable development in the West, but also the ecological safety of the whole country. The improvement of the ecological environment of the West becomes the key point for the whole country. The ecological condition of the West is very serious. It finds expression in the simplification of ecological structure, the vulnerability of ecological environment, the sharp decrease of species diversity, and the increasing natural calamity. Therefore ecological compensation is the necessary condition of preventing and solving environmental problems. A variety of ecological compensation measures have been implemented in the process of ecological construction in the West. However, what lacks there are normalized ecological compensation policies. The policy system and estimation system are not perfect. The serious ecological environment forms a bottleneck of the development of economy of the West. We should know the actuality of western ecological environment correctly, construct scientific and logical ecological compensation mechanism, implement the project of ecological environment construction scientifically, and solve every problem in the process of ecological environment construction reasonably. They determine whether the ecological construction can implement favorably or not. Therefore, it is very necessary and reasonable to construct ecological compensation mechanism.In this paper, on the base of mastering the research actuality of ecological compensation at home and abroad, the author analyzes and sums up the successful experiences and existent problems of the domain of ecological environment construction, and then brings forward the concept, theoretical basis and principles of ecological compensation. With some reasonable theories and methods as the theory basis and studying method of this study and by analyzing and summing up the actuality and the causes of ecological problems in the West, the author brings forward the necessity of constructing the ecological compensation mechanism in the West. The first step is to divide the ecological compensation types so as to adjust measures tolocal conditions for the purpose of complement according to different regions. The following is to construct the compensation mechanism of ecological construction and bring forward the concept of ecological compensation mechanism, namely to study the rule of the interaction and harmonious relationship among every ingredient of ecological construction compensation. Then in the light of some operating mode and through connecting every ingredient together, we can achieve the aim of favorably implementing of ecological compensation construction, At last, the thesis constructs the estimation system of ecological compensation, analyzes and estimates the implementing effect of ecological construction compensation policy. On the base of field survey and the estimate method of expense and benefit, the thesis analyzes and estimates the policy of returning land to farming and forestry. The thesis, through a case study, opens a perspective to gain an insight of the estimation system and referential methods of the ecological construction compensation policy in the West.
