"Cyber Democracy" is a new political phenomenon in world wide range, and political theorists have no consistent opinion about its characteristics, effect and future, but one point: "Cyber Democracy" will surely take great effect on the active democracy system, democracy construction and civil democracy consciousness. China is developing into Information society, and its government, economy, society and culture is facing tremendous evolution, and its democracy construction is facing development and consummation.
