Study On Our Country E-government Development Under Cyber Democracy

As the most important tool of democratic participation of citizen in the21stcentury, the development of the internet provides a high speed and cheap method fordemocratic participation, breaking the limit of time and space in further, which hasbrought the human into a new era of cyber democracy. The changes ofdemocratization process acceleration brought changes of service model to thegovernment and enhanced service consciousness. The e-government affairs canprovide a good platform for the exchange between public and government. Itsdevelopment is very important to promote development to democracy. This paperestablishes the basic demand of the whole text of the fundamental key first bycatching cyber democracy and the development of e-government,the Pope emergingthings, then interpreting the close relationship between them, and promotesdevelopment of our country electron government affairs through the appeal by thedevelopment of cyber democratic, by analyzing the theory basis and the comparativeanalysis, by using the Internet service to our country e-government under democraticconstruction.This paper is divided into five parts. The first part of this paper expounds thesignificance and background, introduces the relevant research achievements of thedomestic and foreign scholars and summarizes the contents and the methods of thispaper. The second part is mainly to analyse the general theory of developmentproblems in our country e-government affairs under the cyber democracy, whichfirstly interprets the connotation both of cyber democracy and socialist democracy,and traces the historical origin of our country electron government development.When writing this part, the author found that democracy is an effectively guide of ourcountry electron government development and further discoursed the appeal to ourcountry electron government development by cyber democracy through providinghuman-based services, setting up the interaction system between the government andcitizen, publishing the government information and strengthening the governmentsupervision. The third part is mainly to scan and analysis the present situation,especially the main problems of development of our country e-government under thecyber democracy, and deeply analyses the root which causes the existing problems ofdevelopment of e-government by unbalanced development of e-government, low level of management on government information resources and the response of government.It more comprehensively and profoundly reveals our country e-government loopholesin the construction and provides further direction guidance to perfect the constructionof e-government. The fourth part mainly introduces and analyzes foreign countries’examples of e-government, from which we can learn from advanced experience tobetter promote the smooth development of our country e-government. The fifth partmainly discusses in the effective way of sustainable development of our countrye-government under cyber democracy. In order to improve the world competitivenessand the future development potential of our country, the public consciousness andability in participating politics and the government of more transparent, efficient andcompetitive, the author put forward the paths of development of our countrye-government under cyber democracy: firstly, shape health culture of the government;secondly, train the democratic consciousness of public; thirdly, build interactionsystem between the government and the citizen by the development of e-government;fourthly, establish the system of efficient response government; fifthly, realizeinformation resources sharing by government and so on.
