For the ordinary secondary industry and the overall arrangement of the city and regional economy, the administrative boundary area always becomes a desolate one, or even bad when it is beyond a certain economic zone. When each administrative area plans the economic zones, those administrative boundary areas, for the reasons of remote location and low profit, becomes slower in economy development. Another reason causes this problem is that there exists many social problems, contradiction among different races, people, administrative areas, and also complex in relationships. Consequently, these areas are short in agricultural resources, poor in traditional industry and difficult in anti-poverty program. But because of its remote location, poor transportation and lower economic development, their natural beauty and customs are under good preserve, less affected by the outside culture. Once this resource developed as a tourism resource, the unfavorable industry and market status becomes a favorable tourism destination, which is one of the most important points in the anti-poverty efforts and the development of local economy. Meanwhile, administrative boundary areas are always divided into many disconnected parts, and with the purposes of developing its own economy, the leader of each area will contend for tourism resource, or create its own industrialization that causes the repeated exploitation. Some even try to seize the core advantage to attract tourists, changing tourism into a form of low-level competition, wasting tourism resource, which is a disadvantage for the sustainable development of the local tourism industry. And the relationship of different areas may deteriorate, becoming difficult in cooperation, and in short term, neither side gains. As a result, it is a worthy researching topic for us to study about how to develop the administrative boundary area resource and cooperate to solve the boundary area's environmental problems.The administrative boundary areas in our country are lagging behind but with a certain advantage. For those underprivileged counties in the northwest and Yungui Plateau, their poverty is a kind of relative meaning. Our poverty has changed from the absolute to the relative, from the whole to the part, fromthe living to the developing. To build a well-off society in China, we must regard the anti-poverty program as a long-lasting one, decreasing the "relative poverty" together with the development of economy. Yingyong Chang, vice dean of Economy Researching Department, National Development and Planning Committe, China, said that: "The meaning and standard of poverty is developing with the progress of society, we need to change our way from easing the relative poverty into solving it, change from satisfying need for living into development". With the direction of historical materialism and dialectics, the guideline of Dengxiaoping Theory, the researching point of the administrative boundary area, using the knowledge of system and symbiosis theory to ease the contradiction in the administrative boundary area, digging out its potential to develop economy, to strengthen its inner power, meanwhile, to maintain those developed advantages. As a result, to make a better combination of its tourism development and anti-poverty program, from the point of necessity and possibility, put forward ways to solve the anti-poverty problem in the administrative boundary area. From theory to practice and to the applying details, this paper besets the problem of anti-poverty by using tourism in the administrative boundary area, exemplified by the Jiajicaotang's development to finish the paper, which contains six parts: 1.
