For over 20 years' reform and opening up, great changes have taken place in Chinese economic structure, of which the most apparent feature is the rapid-raise of private enterprises. At present, private enterprises have occupied the half of our economy. Free enterprises can enhance the overall strength of our country, create a great deal of employment opportunities, and absorb a good number of laid offs in state owned enterprises, pay large amount of taxes to government, and make a great fortune for society, produce lots of products, and also earn a multitude of foreign exchanges. During the period of new economy, private enterprises in our country will encounter a series of opportunities in the process of development, and also in the face of more problems, especially the faultiness of human resources management (HRM) seriously prevent private enterprises from developing further. Ultimately, the competition of modern enterprises is competition of human resources; therefore, private enterprises must pay more attention to human resources, and perfect human resources system.First of all, my essay starts from the whole environment that private enterprises are in, and set forth the essential and important status of human resources development and management in them. At the same time, I discuss the final purpose of temporary human resources development and management as well as the chief characteristics and the specific representations of human resources in developed countries.Secondly, I analyze the strong points and weakness of human resources development and management in private enterprises recently. Above all, I analyze the advantages of private enterprises, and show the great effect on which they make in the course of enhancing economic growth, increasing employment, promoting technological progress and maintaining a stable society, etc. Meantime, I analyze the problems existed on the part of private entrepreneurs, and when selecting, cultivating and holding talents, what kind of problems enterprises neglected and existed.At last, I propose the standardization of human resources development and management in private enterprises. I dissertate how to standardize from private entrepreneurs, recruitment and human management respectively, taking apart some of relevant elements to enterprises interests. Aiming at the general problems of human resources development and management in private enterprises, I put forward relative strategies for private enterprises to keep pace of market and international steps, and also analyze the orientation and trends human resources management in private enterprises in the future.
