| Since the system in Westphalia was set up, security is the basic goal of sovereign states inthe international environment all the time. However, with the arrival of times of globalization ,security environment and security situation that the country faced have changed enormously.These changes require mankind must pay attention to examining safe concept and intensionclosely, and confirm the strategy and policy of the security again. Under this kind of situation,this text thinks , our country must set up and have an early warning system of national securitythat has Chinese characteristics and the characteristic of the era concurrently to safeguard thenational security effectively in time .The text divides into five chapters altogether.
