with our country i oining the WTO and reformation of domestic economicconstruction deepening,Stated.owned Construction Enterprises are facing the unknown intense competition.Stated—owned construction enterprises have to revise the management viewpoint.They extend the marketplace and probe the fresh proj ect organization managerial model positively at the same time.The 200 1 budgets norms of Beijing construction have been carried out on April 1,2002.Contrasting the previous budget estimation norms,the 2001 budgets norms cause the profit decrease relatively to construction enterprises.For this reason,first Stated.owned construction enterprises have to revise extensive managerial model and establish cost control consciousness Of all staff,second they innovate organization managerial model and carry on the new model,third they require establishing the reasonable motivation.restrict system so that they can improve the project managerial level and realize the goal that the beneficial result is lifted by strengthening administration.As one of the branch of the management science,the project management(PM)is one kind of planning management means developing in the 50's 20 centuries 1ater stage.By utilizing the system theory rules,The PM reach how to plan,organize,harmonize,command and control the proj ect and resources.in order to complete the preconcerted target in the constraint condition.Construction period of item(time),Quality and Cost are the proj ect three great targets of construction proj ect,Three are restrict and interact reciprocally.At the same time,the three great targets are the three great constraint conditions also.Figure 1 shows the relation of the three great targets and the three great constraint conditions.it is from the ngle of organization that this thesis probes the flesh proj ect model.therefore the architectural engineering technique economy feature,proj ect management,surrounding environment,especially the relationship of the technique and proj ect organization have been analyzed.I think that the difficulty of architectural engineering technique,which is between rule technique and proj ect technique.is lower relatively and easily,analyzed although there are much exceptions.Due to the exceptions and complexity,the work purpose of proj ect organization is"Field first".and the staffs that deal with engineering management and professional technique are most important at field.Based on dilyerent it item nature scalesubstance and mission difierent structure corporation need different org~ization structure ordinarily including the function department control style,the blend construction brigade style and matrix style. The matrix style.which is able to realize the rational dispose of the resources(Man,Material,Matter)and lift the project control effectiveness,is fit for the project control to the large construction corporation.This thesis takes a large national construction corporation as example to analyze a flesh proj ect organization and administration pattern in order to reinforce enterprise administration.1ift beneficial result,and dispose the resources rationally.Making inside administration mechanism and proj ect management breakthrough,we try to probe the matrix style organization model and bring into play its entirety harmonization action.Revolving round the ideas 0f centralizing administration task and the page—down Of task,this thesis proposes the below respect modification idea of the matrix style proj ect management model. 1,Implementing the opposite subcontract,which not only have the advantage of costcontrol of contract but also is benefit for process and quality control contract of labor。contract. 2,Preceding to the conformity,which will make proj ect materials and equipment be purchased together in order to control the suppliers.Purchasing materials is the significant'segment in proi ect administration.Because the cost of proj ect materials and equipmentovertake 60%in proj ect general cost,the purchasing level directly effects the realization ot pr...
