Today, the focus of the competition concentrates on the human resources especially on the use of human resources. The human resources have been the strategic strength that supports the continued development of company. The human resources management transforms the current management into the strategic management. How to design the scientific and reasonable salary and welfare, how to attract and stay the talents are the key work of the development strategic long-term. After china joined the WTO, the companies are faced to the more acute talent compelition.and the talent competition is the more acute talent compelition.and the talent competition is the talent system competition in the final analysis .the effective competition system can attract the excellent talents and give play to their potentiality. Among the talent system, the salary system is the plan which makes the strategic goal into the practical action and guides and inspires them to implement the action.so, for our companies and managths, how to establish the salary system which fits in with the needs of development strategy and how to bring into play the salary function to promote development and how to follow the salary management, it is an important problem .so, to our companies, how to set up the practicable salary system has become the most important and urgent and arduous task.The thesis analyses some aspects.firstly, it analyses the development process of the salary management theory and analyses the basic situation salary management in the different stages, which is from factory system term to salary management term.then, we can grasp the basic situation of development process of the salary management in order to know the evolution process and guide the practice of the salary management.secondly, the thesis analyses the basic principles and some problems to which we pay attention and analyses the management pattern and the decision method of the management system. According to them, we can design the salary management system.thirdly, the thesis analyses the theory and experience of the succeed enterprises of salary management in our country and abroad. The different culture and nature enterprises have different character. There are other hills whose stones are good for working jdae.through comparative analysis; we can conclude some method and experience of salary management. And we can use the experience of other countries for reference.On the base of the above analysis, we make clear some important problems when we design the salary system, according to the basic principles and main procedures, we design the whole salary management tactics and work out the goal frame of salary system and point out the focal point. The thesis analyses and puts forward some counter-measures andsuggestion and builds the new system. By means of setting up effective salary management system, the workers are satisfied with their salary.In aword, the thesis analyses and designs the salary system of the enterprise that is guiding meaning for china enterprises when then design and manage the salary system.
