With the arrival of integrated, informational and acknowledged global economy, more and more enterprises produce and sale all over, the world . The international cooperation which based on competition has been the common developing way. The wider competitive field is, the more furious competitive intensity is .The key to win in competition is not the rich resource advanced technology abundant capital and so on, but the man. who can own many excellent talents can dominate the market. Therefore, the studying of HRM is especially important to existing and development of enterprises .Petrochina Shan Xi sale company, large-size national enterprise, established in 1954, was ascribed to CNPC in 1998 and converted its system in 1999. With the establishment of new system, it still adopted the old plan management model which could not adapt to the new situation. At present, too many rank order management organization and unrational distribution system is seriously restricting its development, which affects its reformation success or not. So its internal reformation of HRM is imperative .This paper, on the background of petrochina Shan Xi sale company, according to the present unrational organized construction unperfect condition of salary system , on the basis of modern theory of HRM, analyses the main existing problems of its human resource , references the new advanced experience of internal and abroad enterprise HRM, according to the max efficient principle, and puts forward plan of HRM reformation of petrochina Shan Xi sale company. According to management model of modern large-size enterprise, ?establishes thin and flat organized construction and new salary system and puts forward difficulties which maybe meet in the reformation and problems which should be noticed, in order to improve the whole level of petrochina Shan Xi sale company and increase its core competition ability .
