| Rizhao is a new coastal city with low GDP and instable industrial foundation, so development of economy is necessary. Since conventional economy development mode dramatically damage environment and waste energy sources overly, the mode of development of circular economy is adopted to resolve contradictory between development of economy and environmental protection in Rizhao City. In this paper, we mainly studied and estimated the natural conditions, economic conditions for the society, population quality, and resource status in Rizhao City. From the estimation for the existing state, we have found the 利导 factor, limiting factor and open question to supply the reliable foundation for further projectof circular economy in Rizhao City. The main methods of research:1. One of the main methods is combination of the data collection and practical research from job site. From practical research in job site, we have found out the characteristic of natural environment in Rizhao City. Also from the data and material we have found out the general situation of economy for the city. The enterprises were surveyed using questionary. High spot review was done for major trades and enterprises. Specific conditions, such as technological process, the mode of mass flow, energy flow and information flow, were investigated in the job site of major trades and enterprises.2. Some data was obtained from the method, which combined the consultation from certain experts and the investigation from documentation.3. Based on the existing condition for Rizhao City, the first-hand data were analyzed by removing the falsehood and reserving facts. The existing condition of economy andenvironment for Rizhao City was estimated. The main of this paper conclusion1. There is much predominance, such as good ecological condition, convenient transport and communication trade, and the government highly attaches importance to development of circular economy, in Rizhao City. The deficiencies in Rizhao City are main the instability of skill, the low GDP, the shortage reserve of environmental protection and water resources. Based on the condition, the latent capacity of the development of circular economy was analyzed, and the feasible mode of development of circular economy was brought forward from the different bedding plane and angle.2. Construction of circular agriculture was projected in . In primacy industry the raw materials, such as Chinese chestnut, twigs and leaves of fruit tree, human and animal excreta from rural, were utilize to produce marsh gas. Making marsh gas as cordonnier, we can combine the marsh gas tank, sunlight greenhouse, livestock houses, and lavatory to integral system. Eco-economy mode or engineering circular agriculture mode was formed using the integral system.3. The mode that link primacy industry, second industry and third industry to circular industry net was projected by finishing machining food, fishery industry and forestry, etc.4. Based on metallurgy manufacturing, paper stuff manufacturing, marine organism technology, food handling trade and electric power industry, an approach to the mode of development of circular economy was projected.5. It is suggested that society-wide reclaiming and reusing waster hierarchy system should be established. Also a mass of pollution-free energy sources, such as wind energy source and solar energy sources, should be developed based on general situation for Rizhao City. Based on construction of eco-culture, the neotype consumption idea was sparkpluged. It is also suggested that circular society should be implemented finally with the actualizing society-wide cycle and fluxion of matter among the primacy industry, second industry and third industry.6.
