Research On Rural Social Endowment Insurance System

From 1990s, reform in social pension plan in rural china progressed in some extent. But it had many problems for some reason and was once stagnated. It was neglected because people put too much attention on social pension plan in urban place. With ageing coming in rural place, social pension plan causes attention and research.The traditional family structure changed with market economy system reform and family plan, and problems of ageing in rural place causes much trouble in family security for elderly. We must find a new way for elderly. On the whole, it had not enough conditions to establish modern social pension plan for the entire rural place. I suggest a classified social pension plan for rural to urban labors, employees in enterprises in villages and towns and peasants in this chapter.First, I expatiate on theory source on social security. It includes welfare countries theory and welfare economics, national income redistribution theory, social exchange theory and economic effect of social security. Then, I describe the history and actuality of social pension plan in rural place. At the same time, I introduce several models of rural social pension plan. Based on upward analysis and a lot of literature information, I advanced a new system, that is, a classified social pension plan. For rural to urban labors, I suggest a model of "a personal basic pension account, with government, enterprises and rural to urban labors pay for retirement pension, a raise capital model of funded pooling". For employees in enterprises in villages and towns, I suggest a model of "a personal basic pension, with enterprises and employees pay for retirement pension". For peasants, I suggest a model of "a society, collectivity, family and peasants themselves pay for retirement pension". Finally, I recommend Germany and Japanese social pension plan, and bring up their experience for us.
