On The Interaction Of Science And Technology With The Ruling Party

Since the human society changed its savage barbarous situation into civilization era, science and technology become an indispensable important power that promotes social progress again and again. Today, human society has already passed over the agricultural and industrial civilization, on the civilization status, and stepped into the science-technology civilization; on the political shape, it has already stepped into democratic politics era dominated by party politics. The science-technical development is not only deciding the destiny of people, of the country, but also of the political parties. It has become one of the most important governance ability for a party to grasp new development trend of science and technology correctly, and quickly to adapt to the impact of the new revolution in science and technology.There are many publications about political party constructing theory at present. Scholars investigated and analyzed the factors influencing the political party governance, but few considered the influence of science and technology yet. The author of this paper mainly discusses on the interactive relationship between science-technology and political party governance, attempting to analyze the interactive reason, route and utility between both sides. A comparative analysis will to be given, between different science-technology policies among various political parties and different ways to deal with the science-technology revolution. Further, the author proposes some beneficial suggestions for political party's governance, especially for the governance ability construction of the Communist Party of China.The paper is composed by four parts. The first part analyzes the reason of interaction between science-technology and political party governance. One of the basic reasons, on one hand, is that the social function of science-technology is being expanded constantly, and the enormous impact of science-technology revolution has greatly influenced political party governance objectively; on the other hand, political party, as an interests group, must use science and technology effectively to fulfill itstarget.The second part of the paper is a route analysis, on the interaction between science-technology and political party governance. There are plural routes for these interactions to take place. The author classifies the route that science-technology acts on political party governance according to the difference of its intermediary type, and classifies the routes that political party governance acts on science-technology according to the difference of its content.In the third part of the paper, the author gives utility analysis of interaction between science-technology and political party governance. At first, the author establishes and expounds a theoretical judge as "science-technology is productive force; it is also party governance force too". Then, combining the historical data, the author analyzes science-technology policy and its utility in different historical periods of the Communist Party of China, and a similar efforts are made to the a comparative analysis between scientific-technological revolution and scientific-technological policy of U.S.A, Japan, Britain, the former Soviet Union, and other country's governance party. Through the successful experience or fail lesson summary, we can draw a conclusion: the success or failure of a political party's science-technical work, will determine the foundation and legitimacy of the political party governance.The fourth and the final part of the paper come to the conclusion. Based on the analysis mentioned above, combining with the Chinese characteristic and the fact of governance ability construction of the Communist Party of China, the author proposes that the ability which prompts the healthy interaction between science-technology and social development constantly is an important part of governance ability constructing for the CPC. The author classifies such ability into three kinds of subtitles as useful suggestions to the political party.
