As a kind of social and historical phenomenon, power came into being along with its corruption and dissimilation. In order to regulate the running of power, we must restrict it. The dissertation analyzes the essence, character and origin of power, beginning with its concept. The conclusion is that without being restricted, power must lead to corruption and absolute power leads to absolute corruption. Power must be restricted so that it can run orderly. After the analyse of the common theory of the power restriction and mechanism, it is considered that inner power of the Party characterized by general power and must be restricted. Meanwhile, because the inner power of the Party is different from the power of nation, its running, restriction and mechanism have their own characteristics.
