Study On The Harmonization Of The Relationship Of "Two Committee" In The Process Of The Villagers' Autonomy System

Since the adoption of the policy of Reform and Opening Up, great changes havehappened to the foundational power structure of countryside in China. Chinesegovernment launched the Villagers' Autonomy System reform in order to adapt tothese changes, which was spread and executed extensively. Then the villages aredeveloping on the track of "self-management, self-education, self-service" gradually.In the current, the village committee and the Party branch (two committees) arethe immediately organizers,promoters and practicers in Building the "New SocialistCountryside". But for the deficient Villager's Autonomy System, there are somestriking problems about rural "two committees", such like inharmonious relationshipand indefinite obligation, etc. Inevitably, It will not only do harm to the AutonomySystem and the process of building the "New Socialist Countryside", but alsodiscourage the realization of The Affluent Society. Therefore, the research of how toeliminate conflict between the rural "two committees" and harmonize theirrelationship which has theoretical and realistic sense has been the top priority.With emphasis on the analyzing of relationship between "two committees" underthe background of building "New Socialist Countryside", integrated the works ofboth domestic and overseas scholars and verified by the investigation of author,article try to do some beneficial research about regularize the relationship between"two committees".There are four parts in the article analysis on the rural "two committees". Firstpart: general idea and present research situation of the relationship of "twocommittees". It analyses historical process of formation of "two committees" and itsconnotation, briefly reviewed the present situation of the research on "twocommittees". Second part: the analysis of present condition and causes. commentobjectively on present realistic condition on "two committees" and decompose thecauses of contradiction of the relationship of "two committees". Third part: Putforward the countermeasures to the harmonization of the relationship of "two committees". Including the rules and institutions designed scientifically, the operatingsystems perfected, and the qualities cultivated and the economy of rural developed.Forth part: researching the model of modulating the relationship between "twocommittees" in the period of building "New Socialist Countryside". After comparedthree present model of modulating the relationship between "two committees", thenconstruct villager council and perfect the operating systems, innovate the model ofmodulating are suggested in order to advanced it harmoniously.
