Leader achievement appraisal is the important part of personnel administration, and also is the important part of government performance appraisal. With the development of political system reform, the problems of leader achievement appraisal appear increasingly. The author puts the management though of"human-centeredness"and the theory of performance appraisal into the study on the leader achievement appraisal, and elaborates how to improve the system of the leader achievement appraisal in China, in order to make efforts for personnel administration reform and performance appraisal.Achievement is the work performance which the leaders acquire when they use the authority correctly which the people entrusts with and fulfill the work responsibility in the tenure, and is synthetical reflection on the leaders'diathesis in the leading practice. The characters of achievement are three-effectiveness, muti-causalness, muti-dimensionalness and dynamicness, which make the achievement form multiplex: the state of execution; work efficiency and work benefit; whole achievements and individual achievements; well-marked achievements and obscure achievements; duty and peripheral achievements (relation achievements). So the achievement appraisal should obey the certain principle and standard inevitably, utilize the corresponding methods and the technical means, and should survey the leaders'behavior performance and work quality, the actual achievement and the result, the actual achievement and the contribution, the actual level and validness and so on. The result of the achievement appraisal is the objective basis that the leaders are encouraged, upgraded or downgraded, trained or resigned and so on. Only by this, the effective performance, such as division and appraisal, demonstration and worming, prompting, improving, inspecting and supervising and so on, can be realized.From ancient to modern, in China or abroad, all administrative styles lay store by achievement appraisal and ability.
