Building a harmonious socialist society is a significant theoretical issue as well as an arduous practical task. As the backbone of the Communist Party of China (CPC) and the country, the leading cadres'administrative activities influence building the socialistic harmonious society directly. Achievement view leads the orientation of the leading cadres'administration, so the leading cadres'working targets and administrative activities are based on the achievement view. Additionally, it determines the magnitude and quality of the leading cadres'administrative achievement. The General Secretary Hu Jintao has emphasized many times that a leading cadre should insist on building the party for the interests of the people, assuring power for the people and establish the correct view on achievement. At present, the alienation of view on achievement is a great problem, which harasses the building of the socialistic harmonious society. The leading cadres of various levels are the premier principals of building the harmonious socialist society. If they can create achievement under the guide of correct view on achievement, it will be a great impetus towards building harmonious socialist society. Contrarily, if their view on achievement runs counter to the requirements of the scientific concept of development, it will not only go against, but also hamper the process of building harmonious society badly. Therefore, study on the leading cadres'achievement view in the background of building harmonious socialist society is of great realistic significance and urgency. The paper is based on the former researches and guided by Deng Xiaoping Theory, The Important Thought of"Three Represents"and in accordance with the relevant requirements of 16th CPC's National Congress. It aims at analysis and expatiation into the alienation of view on achievement, its main representations, harms and reasons. The paper also seeks useful measures on establishing and implementing a correct view of achievement. There are four parts in the paper:Part One focuses on the cognitions and comprehension of the leading cadres'achievement and the achievement view. Currently, there are three different academic perspectives on the leading cadres'achievements. The author of the paper believes that the leading cadres'achievement equals to administrative achievement. It refers to actual achievement and contribution by using power bestowed by the people correctly during the tenure. It reflects the leading cadres'virtues and talents on implementing and carrying out the Party's course, guideline, principles and policies as well as the overall capacity of the leadership collective. The author sums up five main characters and four classifications in different perspectives. Secondly, achievement view means leading cadres'overview on achievement. It includes: what is achievement; why should create achievement; for whom; how to create and how to assess. There are five illustrative points: The Important Thought of"Three Represents"as the soul; the scientific concept of development as the theoretical basis;"looking for the truth and be practical"as the core; to grasp the current national situation correctly as the precondition; to serve the people wholeheartedly as the fundamental purpose; the practice, the people and the history as the evaluation measures.Part Two aims the leading cadres'achievement that meets the main requirements of building the harmonious society. It includes four main viewpoints: why should create achievement; for whom; how to create and how to evaluate. This part paves the way for further discussions on leading cadres'view on achievement.The key content of the paper consists of Part Three and Four. Part Three focuses on the alienation of achievements and its representations, harms and reasons. First, the main representations as follows: unitary worship towards GDP; falsification; formalism and disengagement form the people; eagering for quick success and instant benefit as well as craving for greatness and success; negativeness; localism and ignoring the overall situation. The harms include: impact on implementing the scientific concept of development; damaging the images of the leading cadres and undermining social ethos; damaging the interests of the people and undermining the connection among leading cadres and the people. The major reasons are: skewed concept of development; the officer-oriented ideology; imperfect cadre selection system; faulty achievement evaluation system; the misleading of the public opinion and propaganda.Part Four aims at proposing to establish and implement correct view of achievement. The author claims that the government should band the leading cadres'educational campaign, perfecting the cadre selection system and evaluation system as well as optimizing the condition of the public opinion and propaganda together. Firstly, leading cadres should firmly establish scientific concept of development and be convinced that they are the primary principles of building harmonious society by educational campaign. The leading cadres will be able to establish the Scientific Concept of Development and turn the hand to the important role in the course of building harmonious society. Secondly, leading cadres should be guided to firmly establish the Marxist worldview, philosophy of life, values, power, status, and interests. Then they will be able to get rid of the ideology of"officer's standard"and uphold a sense of public servant and people-oriented view on achievement. Thirdly, the cadre selection system should be reformed and improved from three aspects: First, the fundamental principles and basis for selecting and appointing cadres should be outstanding achievement and the people's authorization. Second, competition mechanism should be introduced into the cadre selection system. Third, the inspective responsibility system should be strengthened. Fourth, innovation of evaluation system includes: establish a scientific and rational guideline system of achievement evaluation; diversification of the evaluation; standardization of evaluation process; fulfillment the evaluation results. Fifth, optimization of the environment of the public opinion. A healthy, positive, easiest, uplifting environment of public opinion should be provided by playing media's guiding and inspective role.Finally, in order to build the harmonious society, the leading cadres should establish a correct view on achievement under the guidance of scientific concept of development, work cautiously and conscientiously as well as create tangible achievements for the people.
