Yibin City Competitiveness Study

City, as the centre of human lives and production activities, is an important unit in economic development. In a market economy, how to strengthen competition competence, attract resources, accelerate the development of economy, and achieve the value of the city has become the issues faced by every city.This paper takes Yibin City for example. Through comparing the economic development indexes of Yibin with the ones of some other cities and handing out questionnaire on the city's "soft environment" for development, the author analyses the city's Comprehensive strength, development rate and operating environment, concludes the advantages and disadvantages of Yibin's competition competence, and then puts forward specific measures to intensify the competence.The author explains the theory about city competition competence in the first chapter, the basis and theory foundation of the whole paper. The part starts from the connotation and characteristics of competition competence,inquies into its macro & micro aspect, namely international competition competence theory and industrial competition competence, brings out the concept and connotation of city competition competence and points out the maximizing value of city is the final aim of strengthening city competition competenceThe second chapter is the realistic basis on which the author makes an analysis on her whole paper.City competition competence makes up of three main systems—city comprehensive strength,city growth potentiality and city development environment.Comprehensive strength is the core competition competence of the city,including the city's economy scale, economic level per head, industrial structure, financial and fiscal systems, infrustructures and etc, comprehensively reflecting the current situation of the city. City growth potentiality represents the tendency of the city development , affects advancement speed of the city in the near future and supportslong-term, continuous development and growth of the core competition competence. City development environment involves governmental effiency, culture, institution and etc. Also, it is the protection of existing competition competence, the support of growth ability and the stimuls of city's developmentIn this part, the author puts research on the above three aspects. Through comparing the economic indexes of Yibin City with the ones of such cities as Luzhou, Deyang, Changde, Wuxi and Zibo, respectively each located in different development zones, the author tries to find out Yibin's rank according to comprehensive strength and the disparities between Yibin and other more advanced cities. Meanwhile, the author analyses the operating environment of Yibin City through questionnaires.The third and fourth chapters are the focus of this paper.The precondition of increasing city's competition competence is to fully realize the advantanges and disadvantages of the city. Therefore the third chapter is about the analysis of advantages of Yibin City's competition competence. With regards of geographic location and resources, Yibin has born advantages, especially in the current situation that the energy sources are short of supply for domestic market and Chinese Government takes advantage of policies to support Chinese western regions. Given policies and chances are well uesd, it is not hard to imagine that Yibin City will transfer its geographic and resourceful advantages into the economic ones.In the fourth chapter, the author analises the disadvantages of the competition competence of Yibin City, considering the level of urbanization and industralization, the city's ability of centralization and radiation, the environmental capability, the market institution, labour resource, foreign investment attraction and the city's feature.In the fifth chapter, the core of this paper, the author, according to the status quo, brings out the measures to strengthen the competition competence of Yibin city. The details involve strengthening the interacting mechanism of urbanization and industralization, and putting forward the city's harmonious development; intensifing the construction of city's basic facilities, especially the capability of transport;giving the priority to energy industry to make Yibin become a comprehensive national-class energy source base, where both chemical and water power can be used into electric power production; carrying out a plan as a whole for...
