In market economy countries, full employment is considered as one of macroeconomic targets. To achieve this goal, employment-promotion has always been paid attention by the government and academic community of various countries. In the course of socialist market economy reform, our country needs to establish the corresponding employment-promotion legal system. Now the serious employment situation makes this demand be in earnest The employment-promotion system can provide us a long-term and stable support to solve the employment problem.Intending to provide a systematic mind, this article in theory and practices deals with these problems: tine foundation in reality, the theoretical support and the content of establishing the employment-promotion legal system, and so on. It is composed of three parts.The first part, entitled by fundamental theory regarding employment, intends to seek for the theoretical support for employment-promotion. Compared with their meaning in everyday life, "employment" and "unemployment" have particular academic value. So there is necessity to see their academic value as the start point of discussing employment-promotion. An analysis of the present conditions of employment is the basis of establishing the employment-promotion. Employment, which is not only an economic issue but also a social issue, concerns not only personal survival and development but also social stability and progress. There are corresponding grounds of theory related to employment-promotion in the fields of economics, sociology and right of labor, which verify the rationality and necessity of employment-promotion and are some of values of employment-promotion.The second part, entitled by comparison of the foreign employment-promotion legal system, introduces several developed market economy countries' employment-promotion legal system, which we can benefit from. In these countries— America, England, Japan and Germany there are sound employment-promotion legal system. But because their patterns of market economy are different, they each have their priority when setting the policies andmeasures of employment-promotion. American re-employment pattern is" reserve-type employment", which gives laborers vocational training and improves the quality of laborers. These actions can make laborers meet the employers' requirement England attaches more importance to vocational guidance and vocational introduction.
