Agricultural Areas Of Henan Province County Industrial Structure Adjustment Research

County economy is the basic unit to support the political, economic and cultural constructions in China, and plays a key role to link up the urban and rural. in recent years ,with the acceleration of upgrading of industry structure, lots of traditional agricultural counties have steeped into the early place of industrialization, However, many counties are still hanging around pre-industrialization. County economy of traditional rural region is a vulnerable segment of national economy, which is also one of the field that has been influenced by China's accession to WTO. So how to promote the optimization and upgrading of industry structure in these regions is an important topic both of theoretical and practical importance.The paper is based on the care study of six counties in Henan province and consisted of six parts. The paper begins with the introduction of the present situation of industry structures in traditional agricultural regions, and analyses the main factors that restrict the adjustment of industry structures ,then standing on the theories of industry economics and developing economics, the paper gives a theory summary of the adjustment of industry structure, at last it suggests that some policies should be adapted to implement the adjustment of industry structure.Counties' industry structures in traditional agriculture regions are still in typical phase of pre-industrialization, which includes a dominant primany industry, and the second industry focuses on light-manufacture and labor-intensify enterprises ,and a low-develop tertiary industry. there are some factors that restrict the adjustment of industry structure ,such as the low comparative returns of agriculture ,the lag of the transition of government institution and less-developed private economies .So the adjustment of counties industry structure should be motivated by market mechanism, and implemented according to different situations. In the end, the paper suggests that it should be quickened to innovate agriculture systems and develop private economics, together with the reforming of banking systems in county.
