RURAI CREDIT ORGANIZATION is a important financial organization in our country, it has extremely important position ,nothing can replace it, especially in rural finance, it is the most important channel in" SUNNONG" financing. For many years, because agricultural bank, people's bank and YINJIANHUI take the place of RURAI CREDIT ORGANIZATION in management in the long term .it has many problems such as: management system is not obeyed, the property right is not clear, function location is not clear. Because of its influence, the management of human resource of RURAI CREDIT ORGANIZATION .it has many hysteresis. A few works what it only has is just the expedient of" emergency ", it far from systematic, overall research. Now the reform of RURAI CREDIT ORGANIZATION has started, and it is moving forward with full attention, this is the inside reason of the reform of human resource; From outside, we can see the competition of financial is more and more violent, the reform of human resource of rural credit has also put. forward stern challenge. Under this background, as the most important part in RURAI CREDIT ORGANIZATION various resources, human resource must carry out reform as soon as possible, in order to has a long period healthy, steady, fast development in RURAI CREDIT ORGANIZATION .In this paper, using the advanced concept in the modern management of human resource, the mathematical method and the system theory, combining ration and qualitative analysis, taking " person principle " as key viewpoint of value, I have carried out overall analysis to the RURAI CREDIT ORGANIZATION 's present situation of human resource. The analysis was carried out from the backward management concept and "corporate culture" to the quality defect of people and the unbalanced arrangement of people, and the lagging training etc, especially to the defect performance evaluation I have carried out key analyze. On this foundation, according to the requirement of the reforms of RURAI CREDIT ORGANIZATION , this paper have specific aim to putforward the method of the RURAI CREDIT ORGANIZATION 's reform of human resource. Guiding by the concept of human resource of" found on people", basing on the long-term program of human resource, founding up the arrangement of human resource of " customer central ", establishing on the performance evaluation mechanism, competitive mechanism, talent floating mechanism and training mechanism and this is the key content, exploring the management of RURAI CREDIT ORGANIZATION 's human resource in new situation and new system.The close combination of modern human resource management theory and the practice of RURAI CREDIT ORGANIZATION is the place of the major innovation of this paper. In RURAI CREDIT ORGANIZATION it urgent need a set of new theory in human resource, the research of this paper has very strong realistic meaning, it will play better theoretical guidance role.
