Because many Chinese firms have looked to their human resources as a critical competitive resource, they begin to integrate human resource management with their strategies and strategic needs. Modern business management places particular focus on the human factor and regards the management of people as its core. Only through effective development, motivation, allocation and retention of human resources can an organization achieve its strategic goals successfully.The thesis makes a case study of Chinese firms' human resource development and management practices, aiming at pinpointing the crux of inefficiency and giving appropriate treatment. On the basis of a survey of typical private enterprise groups in Xi'an, it conducts a comparative study of Chinese and American and Japanese models of human resource management. The study finds an approach to improving Chinese firms' performances in human resource management -changing their models of human resource management from 'selecting and recruiting qualified individuals from the external market' to 'training, developing and promoting personnel from within'. The thesis also designs a management training and development system and an organizational learning system adapting to Chinese firms.
