In today’s information network, economic globalization, knowledge resources, management of the environment, project management also revealed more and more important role, and the incentive mechanism is an important part of project management, it is the combination of individual needs and goals of the organization management mechanism, confirms the trend of management science and humanity. At the same time, the incentive mechanism is also the project management in the target management of specific methods, with high tool value and more attention. Project as a member of the project to promote the subject, affecting the development progress of the project and finish, members of the project design a set of reasonable and perfect incentive mechanism is the subject in organization and management of the engineering project must consider. From the perspective of project organization and management incentive mechanism, incentive priorities for different people is different, the study can be summarized with universal significance of the incentive idea, but cannot design a a set of universal incentive template. Therefore, it is necessary to make concrete analysis according to concrete objects.The research object of this paper is the civil service training program of "training camp" of A Bureau. The project is by a bureau of personnel department spearheaded civil servant training project, aimed at through the implementation of the project to correct the workers working attitude, improve the staff level of knowledge and professional ability, good image of organizational effectiveness and efficiency promotion and unit set up to lay the foundation for. At present, with the increasing complexity of the public administrative management, countries also pay more attention to improve the quality and ability of civil servants, the training of civil servants also referred to the unprecedented height, but based on the research on the incentive mechanism of training projects rarely, most studies are based on the national level for macro policy analysis, implementation of specific projects, the research is very limited.This paper first analyzes the present situation of research on incentive mechanism of project management and application, combined with the relevant incentive theory, the definition of project management in the incentive mechanism of the meaning and characteristics on the basis of A "training camp" civil service training as a specific object of study on the incentive mechanism the project will be conducted in-depth research, the internal system is divided into two aspects: organization and incentive system, through the questionnaire survey, using the related index system and the steps listed 12 * 12 matrix, found that 6 were not satisfied the project members incentive project, through the coordinate system for four quadrants there are 6 problems to find the crux of specific solutions, finally gives the corresponding, in order to improve the incentive mechanism of A bureau "training camp" training project Make reasonable suggestions and feasible countermeasures, hoping to maximize the satisfaction of the project members.
