Choice Of The Crisis And The Path Of The Public Administration

In the 1960s, many different experts on the public administration all deeply felt that the public administration based on the Max Weber bureaucracy had appeared a legality crisis .The citizen criticized the system and thought that the adaptability of the bureaucracy was weak; the theory could not exactly explain the realism well. The sticking point was that the government still using the institution which was created on the era of industrialization during the information. The public administration faced to the crisis of finance, management and credit. In order to walk out the puzzle Dom, the experts brought forward all kinds of different ideas on government and administration.In the 1970s, we came into the time of open door economic. During the period, the crisis showed gradually which was consist of the challenge of modernity factor to traditional public administration, the government over loading and supply ability descended, corruption which was lead by the lacking of control from the public power, etc. Although the government carried through five innovations, it couldn't come out the strange circle. Based on the new institution economic theory, the author believed that the reason is short of the institution. It is unavoidable, but we can build the institution to cut short the time. So this article advanced the path to clear up the public administration crisis is to build the institution.
