Today, in the marketlization of public administration, there is an urgent request of public service and public management ability from the public. So the consummation and the strategic hypothesis of public section's human resources development system has become a focus.In 20th century, new public management movements and countries' public administration reform tendency, caused that the public section human resources management has completed the public section tradition personnel system innovation and surmounting, which based on derive in the enterprise personnel management development system. These processes advanced maybe intensely or gradually, but they had a common goal that was promoting public section human resources performances so that it can satisfy the public demand to public product and public service which provided from the public section.According to the system theory, anything places oneself in the certain environment, and affects the environment and accepts the environment's influence simultaneously. Thus, the thesis chooses three approaches as argumentation from the research on public section human resource development to analysis and regard the public section tradition personnel system and performance environment.The entire thesis encircles the personnel system of public management practice and gives summary, appraisal and forecast to each development approach's characteristic respectively. This thesis combines the new public management theory and the reform practice of countries' public section human resources.Firstly the thesis analyses and researches the present situation and malpractice of Chinese public section human resources training and the education, and learns from overseas advanced reform plan, then brings up the suggestions and tentative plans. Secondly, to the government employee system which becomes the hot phenomenon recent years, the thesis gives theory summary, practice forecast and individual opinion. Finally, in view of the public department human resources performance management and the prompting system, the thesis proposes suggestion of renew the idea about public organization human resource performance, and combines the performance and the public department human resources development to constitute the public department human resources position analysis and the performance plan.This thesis summaries the present situation of public section's human resources development approach, and the innovation of public section development system. Thus the thesis has certain instruction and significance on human resource management of Chinese public administration.
