Since the end of The Cold War, regionalism and multilateral cooperation havegot a big development in East Asia. With the economic and cultural relation in thisregion becoming closer and closer, some regional multilateral forums or organizationscame into existence and played a very important part day by day. In the field ofsecurity, "Cooperative Security" became the leading mode of the East Asia regionalcooperation. Its characters fit the realistic situation of the nowadays East Asia, but itdoes have some limitation which made the region's security cooperation lowinstitutionalized and short of sanction.The multilateral security cooperation of East Asia need keep developing anddeepening. This is closely connected with the era background of the end of The ColdWar and globalization, and the realistic problems of the region. Globalization hasclosed the economy and security relationship among the state nations, and CSCE andCFSP are good examples of regional security cooperation. The complex and unstablesituation of East Asia make the multilateral security cooperation become necessary,and the development of the economic integration process also needs the securitycooperation to be the shield.The existent forms of East Asia multilateral security cooperation mainly includeARF, Six party Talks, CSCAP and so on. Among them the ARF is the most importantone. In the recent years, the security cooperation with ARF playing the dominant roleis called "soft regionalism" or "the ASEAN Way". On the one hand, this demonstratesthe unique character of the region's security cooperation;on the other hand, it alsoreflects the gap between East Asia and the Europe on the institutionalization of thecooperation. Forming such a situation is partly because of the obstacle factors in theEast Asia, and the uncertainty of these factors maybe also a challenge for the futurecooperation.Delightedly, in the opposite of these obstacles, these years there are also someactive factors appearing in East Asia. These factors push the security cooperation, andmake the further development possible. To achieve this goal need the unremittingeffort of all the relative countries. As a big power in East Asia, China should followthe tendency of globalization and regionalism and actively put forward the regionalsecurity cooperation to create a favorable international environment for achieving ourstrategic goal in the new era.
